A new policy brief published by the Romanian Energy Poverty Observatory (ORSE), “Renting in Cluj-Napoca: Challenges, Vulnerabilities and Local and National Policy Options”, examines the main difficulties faced by tenants in one of Romania’s most dynamic housing markets.

The brief shows that the challenges extend beyond high rental costs. The local rental sector is also characterized by informal tenancy arrangements, limited tenant protections, inadequate housing and energy conditions, and sustained pressure from strong demand, including from the city’s large student population.

The publication outlines a range of policy recommendations at both local and national levels, including measures to encourage formal rental contracts, strengthen deposit protection, introduce minimum housing standards, expand mediation services, and improve monitoring of the rental market.
