Romanian Observer of Energy Poverty (ORSE)

The global energy crisis, amplified by the COVID-19 pandemic and rapid changes in the European energy market, has profoundly affected Romania, exposing the population’s existing vulnerabilities to increases in energy prices and unequal access to resources. In response to this crisis and the urgent need for data analysis-based solutions, ORSE was founded in 2021 to provide policy makers with updated information and applied research on energy poverty. ORSE was created not only to monitor and analyze these phenomena, but also to facilitate the sustainable and just energy transition, aligned with European commitments. Through its work, ORSE supports the development of public policies that protect vulnerable populations and contribute to a better informed national and European dialogue on energy challenges. ORSE plays a key role in supporting energy inclusion policies and promoting a fair and sustainable energy transition.

Orse mission is to support decision-making factors in Romania by providing information, analyzes and solutions that allow better management of energy poverty. It plays an active role in facilitating national public dialogue on this topic and provides expertise to both public and private sectors.

ORSE activities include:

  • Energy poverty monitoring: ORSE collects and analyzes data on the impact of energy poverty on the vulnerable population in Romania, providing policy makers with essential information for effective action.
  • Supporting the development of public policies: through applied research and public policy proposals, ORES contributes to the development of legislation and application rules, in accordance with Romania’s commitments regarding the energy transition and alignment with European standards.
  • Strengthening institutional capacities: ORSE works with national and local institutions to strengthen their ability to address energy poverty, ensuring that the solutions adopted are sustainable and fair.
  • Informed Public Dialogue: ORSE facilitates informed public debates and the creation of a framework for dialogue between energy actors, non-governmental organizations and public institutions.

ORSE aims to be a landmark for the research and implementation of effective policies in the field of energy poverty, while also strengthening the connection between Romania and its international commitments regarding the energy transition.
