The Center for the Study of Democracy, as a partner in the project "Facilitating Socially Just Carbon Pricing Policies in Central and Eastern Europe”, is looking for an external Energy Poverty and Public Policy expert.

 

The Center for the Study of Democracy, as a partner in the project „Facilitating Socially Just Carbon Pricing Policies in Central and Eastern Europe”, is looking for an external Energy Poverty and Public Policy expert.

 

Applicants with the relevant technical and policy experience in energy poverty are strongly encouraged to apply. The person we are searching for will be a part of the team responsible for researching, analyzing and modeling data and public policies in energy poverty and carbon pricing mechanisms.

 

The expert will support the research, analysis and policy design activities of the project. The Energy Poverty and Public Policy Expert will have demonstrable, relevant experience within the energy sector, lobby group, public affairs departments and consumer representatives, and a proven ability to influence key stakeholders.  The expert will also have a thorough understanding of key aspects of relevant energy policies and their impact on energy poverty.

 

 

Job description

 

  1. Employer:  Center for the Study of Democracy
  2. Job title: Energy Poverty and Public Policy Expert
  3. Responsibilities, tasks and specific activities:

 

●       Provides support for the development of public policy models in the field of energy poverty and carbon pricing mechanisms (EU ETS II);

●       Provides technical expertise on the compensating mechanisms of the adverse social effects from carbon pricing in Romania;

●       Overviews further desk research for identifying good practices in carbon pricing mechanisms (buildings and transport) and energy poverty;

●       Overviews the data modeling and data analysis activities; 

●       Provides support in drafting the Romanian country reports;

●       Offers support in the set-up activities related to the policy-lab;

●       Contributes to the policy briefs writing.

 

  1. Competencies

●       Expertise on energy poverty policies and data analysis in the context of Central and Eastern European countries;

●       Expertise on drafting public policies on various social affairs, including energy poverty.

●       Expertise on interacting with various stakeholders and advocacy in social and energy affairs.

●       Experience in decarbonisation and energy poverty strategies;
